The project is structured by 7 work packages with the following main activities:

Work Package 1 Management, Conferences and Workshops

From project start up to the end: all project measures concerning project management and PR activities, including the following objectives and tasks:

  • All coordinating tasks and management of the entire project implementation; smooth and highly efficient management to a successful conclusion of the project within the scheduled budget; processing and financial project management by the Lead Partner, including controlling and process evaluations
  • Ensuring personal, written and electronic information exchange; ongoing organisation of experience exchange and of meetings of all project partners, including transfer partners, representatives of politics, administrations and all further stakeholders
  • Strengthening lasting cooperation between project partners and associated partners
  • All administrative and organisational tasks of the project execution, including financial processing and settlement, etc.
  • Preparation of interim and final reports.
Work Package 2 Development, establishment and operation of a sector competence center
Product O1: Blueprints for the implementation of two-stage industry-specific competence centres and dual vocational trainings with curricula

The product comprises:

  • An implementation concept for the establishment of two-stage industry-specific vocational education competence centres.
  • Establishing and commissioning of a centre for the construction and metals industry.
  • Adapted framework curricula and training regulations for a dual vocational training in a construction or metalwork profession.
  • Testing and evaluating of a dual training course and an industry-specific competence centre.
  • Instructions and guidance on transfer and implementation of dual vocational training in countries with school-based vocational training.
  • Activity 1: Drafting, consulting and coordinating an implementation concept for industry-specific vocational education and advanced vocational training by a competence centre for construction or metals related industries.
  • Activity 2: Extending and further transformation of an existing vocational school to an industry competence centre and operating it, in cooperation with vocational schools, SMEs, chambers and universities.
  • Activity 3: Evaluation of development and civil engineering measures as well as collaboration in running the centre.
  • Activity 4: Processing of German framework curricula and regulations for a construction or metals-related profession under a dual system; adaptations to national/regional conditions for implementation in countries with school-based vocational training.
  • Activity 5: Testing and evaluating a dual vocational training in an industry-specific competence centre with around 30 trainees and around 20 SMEs as training partners, operating under a dual system. Examination shall be in accordance with existing national examination regulations.
  • Activity 6: Drawing up instructions and guidelines on transfer and implementation of dual vocational training in countries with school-based vocational training.
  • Activity 7: Completion of the entire product, including procedures, checklists, application notes, etc. for the establishment of industry-specific competence centres, operated by vocational schools, chambers and universities, under different forms of cooperation and in a varying degree of integration of carrier and managerial functions.
Work Package 3 Development and implementation of further training for vocational school teachers
Product O2: Two curricula for an advanced training of teaching staff
The product comprises:

  • A curriculum for an advanced training dedicated to vocational school staff offering dual vocational training courses.
  • A curriculum for a training of vocational school staff and other lecturers offering a two-year training (advanced training) as a technician under a dual system.
  • Application notes, didactic materials, etc. for future use.
  • Activity 1: Drafting a curriculum A for advanced education of teachers offering dual vocational training.
  • Activity 2: Testing and evaluation of curriculum A with at least 15 trainee vocational teachers from different countries.
  • Activity 3: Revision and completion of curriculum A as well as processing of application notes, materials, etc. for future use, based on the evaluation results.
  • Activity 4: Drafting a curriculum B for the qualification of vocational teachers and other lecturers to carry out dual training of technicians.
  • Activity 5: Testing and evaluation of curriculum B with at least 15 trainee vocational teachers and other lecturers from different countries.
  • Activity 6: Revision and completion of curriculum B, processing of application notes, materials, etc. for future use, based on the evaluation results.

 

Work Package 4 Adaptation and implementation of training for trainers in SMEs
Product O3: Curriculum for the training of trainers at SME
The product comprises:

  • A specific curriculum for the training of trainers at SME in countries with school-based education.
  • Application notes, materials, etc. for future use. Implementation: 01.12.2017 – 31.08.2019.
  • Activity 1: Preparation of a curriculum for a specific training of trainers for SME in countries with existing school-based vocational training, based on different curricula, examination regulations, experience, etc. from different countries.
  • Activity 2: Testing and evaluation of a curriculum in at least one country, with at least 20 SME owners or employees. Final examination to be organised in accordance with existing national examination regulations: if not available, such provisions shall be transferred and adapted from other countries (e.g. from Germany and/or Poland).
  • Activity 3: Revision and completion of a curriculum, as well as processing of application notes, materials, etc. for future use, based on evaluation results.
Work Package 5 Development and implementation of a further training as a technician
Product O4: Blueprints and Curricula for a two-year advanced training as a technician
The product comprises:

  • Curricula for a two-year dual training as a technician in the construction or metals sector, for persons who have already successfully completed initial vocational training.
  • Obtaining the entitlement to study at an advanced technical college (German Fachhochschule), combined with a technician training.
  • Application notes, materials, etc. for future use. Implementation: 01.06.2019 – 30.04.2020.
  • Activity 1: Preparation and coordination of a differentiated implementation plan.
  • Activity 2: Detailed data and winning of SME as training partners under a dual system.
  • Activity 3: Drafting of curricula for a two-year training as a technician in the construction or metals industry.
  • Activity 4: Training of own teaching staff and recruitment of external lecturers, especially from universities.
  • Activity 5: Testing and evaluation of draft curricula with at least 20 participants and at least 20 SME as training partners, expectedly in Lithuania and/or Estonia. Final examination is to be carried out in accordance with existing national examination regulations; if not available, regulations are to be transferred and adapted from other countries (e.g. from Germany and/or Poland).
  • Activity 6: Revision of draft curricula, processing of application notes for future use and completion of the product, based on the evaluation results.
Work Package 6 Development and coordination of concepts for the realization of dual bachelor courses
Product O5: Blueprints for the implementation of dual Bachelor courses by three-tier industry-specific competence centres
The product comprises:

  • Harmonised, country-specific implementation concepts for dual Bachelor study courses, in collaboration with SMEs, universities, vocational schools and chambers, and under alternative implementation models.
  • Application notes and FAQ for implementation.
  • Activity 1: Preparation of a draft basic concept for implementation.
  • Activity 2: Consultation and harmonisation of the concept with SME, chambers, vocational schools, universities, public administrations and politics in the participating countries.
  • Activity 3: Development of country-specific programmes with alternative implementation models.
  • Activity 4: Processing of application notes and FAQ, preparation of implementations.
Work Package 7 Dissemination & Transfer
Product O6: Manual containing all project results, application notes and FAQ
A manual containing all results, concepts, curricula, didactic materials, examination regulations, evaluation results, and tutorials on use and implementation.

  • Activity 1: Analysis and systematic compilation of all results, curricula, teaching materials, examination regulations, evaluation results, consulting and funding procedures, etc., and processing of tutorials on proper use.
  • Activity 2: Drafting and editing of written contributions to all lectures and presentations, as well as evaluation of the workshop results of the two international transfer and consulting conferences.
  • Activity 3: Producing, editing and publication of a book in a dedicated series, established to that end, based on Activities 1 and 2; distribution of the book via bookstores.
